(FWA 2024/12/10)On December 10th, the General Chamber of Commerce of the Republic of China(ROCCOC) hosted a “Symposium between the Executive Yuan and Business Leaders.” During the event, various industries, including motorcycles, automobile freight and container shipping, environmental inspection, furniture, and chemical storage, all reported labor shortages.

The service industry has long been advocating for the introduction of migrant workers. Following the meeting, Hsu Shu-Po, Chairman of ROCCOC, stated that Premier Cho Jung-tai of the Executive Yuan has conditionally agreed to open up applications for foreign migrant workers, provided that the salaries of existing local workers are increased. Premier Cho has also requested the Ministry of Labor(MOL) to present a complete plan.

Hsu Shu-Po explained that industry labor shortages stem not only from the declining birthrate and aging population but also from a scarcity of professional talent and a skills gap. Many service industry positions cannot be fully automated or fall under the category of “3D jobs” (dirty, dangerous, difficult) that local workers are unwilling to undertake. He suggested that the competent authority assist ROCCOC in planning and establishing a non-profit outreach organization for migrant workers to coordinate the diverse and seasonal labor demands of the service industry.

全國商業總會(General Chamber of Commerce of the Republic of China)12月10日舉辦「行政院(Executive Yuan)與商業領袖座談會」,包含機車、汽車貨櫃貨運、環境檢驗、家具、化學品儲槽業等多個產業均有反映缺工問題。服務業長年爭取引進移工,商總理事長許舒博(Hsu Shu-Po)會後轉述,行政院長卓榮泰(Cho Jung-tai)已有條件同意,只要提高現有本國勞工薪資,將開放申請外籍移工,並請勞動部農曆年後提出完整配套。

許舒博表示,產業缺工不僅源於少子女化及高齡化,還包括專業人才短缺及技術斷層,許多服務業職位仍無法完全自動化,或屬於國人不願從事的3K工作,建議由主管機關協助規劃由商總籌設外(outreach)展移工的非營利事業機構,以統籌服務業多元樣態或季節性的人力需求。
