(FWA 2025/6/24) The “Special Act for Prevention, Relief and Revitalization Measures for Severe Pneumonia with Novel Pathogens” expired on June 30, 2023. To protect the rights of the public, the Ministry of Health and Welfare (MOHW) amended Article 74-1 of the “Communicable Disease Control Act” before the special act’s expiration. This amendment extends the application deadline for epidemic prevention compensation to June 30, 2025. Applications will no longer be accepted starting from July 1, 2025, at 00:00.

The MOHW stated that since the outbreak of the COVID-19 pandemic in 2020, the government has provided daily epidemic prevention compensation of NT$1,000 to encourage the public to cooperate with epidemic prevention measures and comply with isolation or quarantine regulations. This compensation is for individuals certified by health authorities as requiring isolation or quarantine, and for family members who took leave to care for isolated or quarantined individuals unable to care for themselves. Confirmed COVID-19 patients themselves are not eligible for this compensation. The original application period was within two years from the end of the isolation or quarantine period.

Eligible Applicants: Taiwanese Nationals and Residents, Including Foreign Migrant Workers

Since June 17, 2020, only Republic of China (Taiwanese) nationals or those holding a  Taiwan Alien Resident Certificate(ARC) are eligible to apply for epidemic prevention compensation. Non-nationals, people from mainland China, Hong Kong or Macau residents without ARC are not eligible. Foreign migrant workers working in Taiwan who hold a valid ARC are also eligible to apply.

Taiwanese nationals or ARC holders who underwent isolation or quarantine, or who cared for an isolated or quarantined individual unable to care for themselves, must still adhere to epidemic prevention regulations. To be eligible for epidemic prevention compensation, they must not have violated any isolation or quarantine regulations, not have violated any epidemic prevention measures implemented by the Central Epidemic Command Center, not have received a salary, and not have received similar subsidies under other laws during their isolation or quarantine period.

According to statistics, epidemic prevention compensation applications began on March 23, 2020. As of May 2025, a total of 2,685,481 applications have been received, with 1,994,372 individuals having received a total of NT$11,097,866,000. Reasons for denied applications include: not being an isolated or quarantined individual, violating quarantine or isolation regulations, duplicate applications, incomplete documentation, or failure to submit missing documents by the deadline.

The MOHW explained that those who were eligible for epidemic prevention compensation before the special act expired on June 30, 2023, but did not apply within two years from the end of their isolation or quarantine period, can still submit their applications by June 30, 2025. For example, if someone’s isolation ended on May 20, 2022, they should have applied by May 19, 2024. If they did not apply before the special act expired on June 30, 2023, they can still apply by June 30, 2025.

Individuals in Self-Health Monitoring Not Eligible for Epidemic Prevention Compensation

Taiwan implemented a new “0+7” border entry management policy on October 13, 2022, which eliminated home quarantine for arrivals, replacing it with “7 days of self-health monitoring.” From November 7, 2022, close contacts also transitioned to “7 days of self-health monitoring,” and home isolation notices were no longer issued. Individuals undergoing “self-health monitoring” are not subject to restrictions on their personal freedom and therefore are not eligible for epidemic prevention compensation.

The MOHW further clarified that applicants must fill out an online application form and attach relevant supporting documents, such as a photocopy of their financial institution passbook cover, proof of leave and unpaid status for employed individuals, or a sworn statement of inability to work and lack of compensation/remuneration. The number of days of home isolation varies for each person, depending on the notification received. Workers who were unpaid during these days can receive NT$1,000 per day in epidemic prevention compensation. Employers are still responsible for paying salaries for national holidays, regular holidays, and rest days as stipulated by the Labor Standards Act.

The MOHW reminds those who meet the application criteria for epidemic prevention compensation to apply as soon as possible via the “Epidemic Prevention Compensation Application System” (website: https://swis.mohw.gov.tw/covidweb/). The system will close after the deadline, and no further applications will be accepted. For inquiries, please contact the township (or city/district) office in the area where the isolation or quarantine took place.

【外勞社記者黃秀娟2025年6月24日報導】《嚴重特殊傳染性肺炎防治及紓困振興特別條例》已於112年6月30日施行期滿,為保障民眾權益,衛福部於條例期滿前已修正《傳染病防治法》第74條之1,提醒符合防疫補償申領資格者得延長申請期限至114年6月30日止,114年7月1日零時起不再受理。

衛福部指出,自COVID-19疫情於109年爆發起,政府為鼓勵民眾配合防疫措施並遵守隔離或檢疫規定,針對經衛生主管機關認定需接受隔離或檢疫者,及其照顧生活無法自理之受隔離或檢疫者而請假之家屬,提供每日新臺幣1,000元的防疫補償,確診者本人不得請領防疫補償。申請期限原為自受隔離或檢疫結束之日起2年內可申請防疫補償。

限國人與持居留證者 外籍移工亦符合

自109年6月17日起,「中華民國國籍」或「持有我國居留證」得請領防疫補償,「無居留證」之非本國籍人士、大陸地區人民、香港或澳門居民「不得」請領防疫補償。來臺工作的外籍移工持有有效居留證,亦符合申請資格。

「中華民國國籍」或「持居留證」之受隔離或檢疫者或照顧生活不能自理之受隔離或檢疫者,仍須遵守防疫規定,隔離或檢疫期間,均未違反隔離或檢疫相關規定、未違反中央流行疫情指揮中心所實施防疫之措施、未支領薪資及未領有依其他法令規定性質相同之補助者,才符合防疫補償請領資格。

根據統計,防疫補償申請從109年3月23日開始受理,截至114年5月止,總受理268萬5,481件,已發給199萬4,372人,計110億9,786萬6,000元。審查未通過原因包括:非隔離或檢疫者、違反檢疫或隔離規定、重複請領、資料不齊或逾期未補件等。

衛福部說明,在112年6月30日條例施行期滿前,符合防疫補償申領資格,卻來不及在受隔離或檢疫結束之日起2年內申請者,可於114年6月30日前提出申請。

舉例來說,某甲111年5月20日隔離結束,應於113年5月19日前提出申請,但未於112年6月30日條例施行期滿前申請,可於114年6月30日前提出申請。

自主防疫對象不得請領防疫補償

我國自111年10月13日實施邊境0+7入境管理新制,即入境者免除居家檢疫,改採「7天自主防疫」;111年11月7日起接觸者全面採行「7天自主防疫」,不再開立居家隔離通知書。「自主防疫」對象,人身自由未受到限制,故不得請領防疫補償。

衛福部進一步說明,民眾提出申請,須於線上填寫申請書並檢附金融機構存簿封面影本、受僱人請假及無支領薪資之證明或無法從事工作及無獲得報酬、補償之切結書等相關證明文件。每個人居隔天數不一,要看收到通知單,勞工未支薪的天數,可領防疫補償1天1,000元,雇主仍需負擔勞基法上國定假日、例、休假的薪資。

衛福部提醒,符合防疫補償申請條件者儘速至「防疫補償申辦系統」申請(網址:https://swis.mohw.gov.tw/covidweb/),逾期系統將關閉,屆時不再受理。如有疑問,可洽當時受隔離或檢疫所在地之鄉(鎮、市、區)公所。
