(FWA 2025/10/23) The Central Weather Administration (CWA) stated that the weather leading up to the Restoration Day holiday will be primarily influenced by the northeasterly monsoon. Temperatures will not be hot; in particular, the northern and eastern regions will experience cooler temperatures with precipitation.
With high temperatures dropping and mornings/evenings slightly cool, the public is reminded to pay attention to temperature changes and adjust clothing accordingly. Significant rainfall will noticeably weaken starting Friday night, but the northern and eastern regions will still be prone to rain.
The CWA noted that recent large-scale heavy rain was caused by the combined effects of a typhoon’s periphery, a low-pressure system, and warm, moist air brought by the northeasterly monsoon.
From Thursday (23rd) to Friday (24th), due to the northeasterly monsoon and high moisture, the Keelung North Coast, Yilan, and mountainous areas north of Hsinchu will still experience heavy or torrential rain. Areas north of Taoyuan and the Hualien region will see heavy rain. The northern, eastern, and central/southern mountainous areas will still have precipitation, which will be more pronounced further north.
On Saturday (25th), the northeasterly monsoon will weaken slightly, and moisture will begin to decrease. The central region will warm up slightly. Heavy rain will still occur on the Keelung North Coast, in Yilan, and in the northern/Hualien mountains. Rain will persist in the northern, eastern, and central/southern mountainous areas, but its intensity will decrease.
On Sunday (26th), the northeasterly monsoon will strengthen again, with even less moisture. Temperatures will turn cool again (especially in the north and Yilan). Windward areas will experience brief showers. The southern region and central mountainous areas will be partly cloudy with localized afternoon showers.
The recent impact of the northeasterly monsoon has been significant. Besides rain, attention must be paid to strong winds and waves. Strong winds are expected in open coastal areas, extending inland and into basins. Outlying islands will also see strong winds. Nearshore waves will be large with long swells. Caution is advised for beach activities and maritime operations. The Kinmen and Matsu areas continue to see waves near 3 meters, with other coastal areas at 2 meters.
The public is reminded that due to continuous rainfall, special attention must be paid to localized flooding and soil loosening in the mountainous areas of Taipei/New Taipei and Yilan. As the northern and eastern regions have seen frequent rain recently, the Hualien area must also stay alert to forecast updates.
