(FWA 2025/11/14) Taiwan’s 2026 Skills Certification to Add Tagalog Support. To further assist foreign nationals in Taiwan in obtaining the technical skills certifications required for employment, the Ministry of Labor’s (MOL) Skills Certification foreign language support service will add 5 new Level C categories in 2026, including Hotel Rooms Division Service, Mechatronics, and others. Additionally, starting next year, Tagalog (the native language of the Philippines) will be added to the existing Indonesian, Vietnamese, Thai, and English support for 44 job categories.

31,948 Foreign Nationals Have Obtained Skills Certifications

As of the end of July 2025, 31,948 foreign nationals have obtained MOL-issued skills certifications. The top ten categories for certificates obtained are: Forklift Truck Operation (Single Level), followed by Fixed Crane Operation-Overhead-Ground Control (Single Level), Chinese Cuisine Cookery-Meat Diet (Level B, C), Food Baking-Bread (Level C), Industrial Electronics (Level C), Computer Software Application (Level B, C), Food Baking-Pastry & Cake (Level C), Computer Maintenance (Level B, C), Beverages Preparation (Level B, C), and Child Care Provider (Single Level).

The MOL explained that migrant workers, New Immigrants, expats working in Taiwan, as well as foreign students, overseas Chinese students, and other ethnic Chinese students with work permits, can apply for foreign language support. This year, about 10,000 people applied for language support, with crane operation categories being the most common.

This year, foreign language support in Indonesian, Vietnamese, Thai, and English was provided for the written test questions of 39 job categories. In July of this year, Tagalog (Filipino) support was added for “Forklift Truck Operation (Single Level),” “Fixed Crane Operation-Overhead-Ground Control,” and “Fixed Crane Operation-Overhead-Cab Control.”

Crane Operation Categories See Most Applications for Language Support

To assist foreign nationals in obtaining necessary employment certifications, the MOL has, since 2019, progressively rolled out foreign language support for written tests in 32 categories, such as Fixed Crane Operation, in Indonesian, Vietnamese, Thai, and English (for Filipinos).

In 2025, 7 more categories were added, including Level C Electric Distribution, Level C Installation and Maintenance of Distribution Power Cable, Level B and C Chinese Cuisine Cookery (Meat and Vegetarian), Level B and C Western Culinary, Level C Underground Transmission Cable Installation and Maintenance, Level C Overhead Transmission Line Installation and Maintenance, and Single Level Food Preparation.

To expand the service, 5 new Level C categories will be added in 2026: Hotel Rooms Division Service, Mechatronics, Beauty, Women’s Hairdressing, and Food Baking (Pastry, Bread). Tagalog language support will be added to all 44 job categories, supplementing the original Indonesian, Vietnamese, Thai, and English options.
