(FWA 2026/2/9)Great news for international hospitality professionals! Starting in 2026, Taiwan is officially opening a new “Overseas Recruitment” pathway for the hotel industry. If you possess the required experience, skills, and language proficiency, you can now be hired directly from overseas. This guide compiles the latest requirements and benefits to help you prepare for this exciting opportunity.

If you did not graduate from a school in Taiwan but wish to work in the hospitality industry here, you must apply through the “Overseas Recruitment” channel. You must simultaneously meet requirements in three categories: 1. Education & Experience, 2. Technical Qualification, and 3. Language Proficiency.

1. Education & Experience Requirement

You must meet ONE of the following general education requirements (your major does not need to be related to hospitality for this category):

  • Associate Degree or higher: You hold an Associate degree (or higher) from a university or college.

  • High School Diploma + Experience: You graduated from high school AND have at least 2 years of relevant work experience in the hospitality industry.

2. Technical Qualification

In addition to education and experience, you must prove your skills. Please meet ONE out of the following 6 conditions:

  1. Internship in Taiwan:

    • You have completed a cumulative total of 6 months or more of internship in Taiwan’s hospitality industry within the past 3 years (must be recognized by the internship unit).

  2. Relevant Degree:

    • You hold a Bachelor’s Degree in a related field (Hospitality, Catering, Tourism, Recreation & Sports, etc.).

  3. Overseas Training:

    • You have completed at least 40 hours of designated hospitality service training recognized by the Taiwan government.

    • Note: This training is organized in cooperation with local government units (currently open in the Philippines, where Taiwan’s Ministry of Labor cooperates with the Technical Education and Skills Development Authority, TESDA; training and testing will be launched in the future).

  4. Overseas Skill Test:

    • You have passed an overseas skill competency test recognized by the Taiwan government.

    • Note: This test is organized in cooperation with local government units. If you already possess the relevant skills, you can take this test directly; passing it qualifies you.

  5. International Chain Hotel Experience:

    • You have at least 2 years of work (or internship) experience at an International Chain Hotel.

  6. Certification:

    • You hold a Taiwan “Level C” (丙級) technician certificate for “Hotel Room Service”.

3. Language Proficiency

You must provide proof of one of the following language proficiencies:

  • Mandarin: Test of Chinese as a Foreign Language (TOCFL) Level A2 (Basic) or higher.

  • English: CEFR Level A2 (Basic) or higher.

    • Note: If you apply using English proficiency, you must pass the Mandarin A2 test within 3 years of being hired.

4. Job Scope, Rights & Benefits

  • Job Scope: Housekeeping, Cleaning, Reservation, Front Desk/Reception, and work in restaurants belonging to the hotel.

  • Salary Threshold: The monthly recurring salary must be at least NT$32,000.

  • Housing Arrangement:

    • You can autonomously arrange your living quarters and daily life. The employer is not required to forcefully provide accommodation, nor do they need to report your accommodation address. Of course, you can negotiate with your employer to have them provide a dormitory (fees must be agreed upon in the contract).

  • Permanent Residency:

    • After working legally and continuously for 5 years, you may apply for Permanent Residency (APR).

  • Family Dependency:

    • If your average monthly gross salary reaches NT$53,000, your spouse and minor children may apply for dependency residence.

  • Health Check:

    • You must undergo a health check within 3 days of entry. Afterward, regular health checks are required in the 6th, 18th, and 30th months.

5. Application Process

The process uses a Government-to-Government (G-to-G) Direct Hiring model to protect worker rights:

  1. Job Matching: Taiwan employers will select candidates through the government-established “Transnational Workforce Recruitment Platform”.

  2. Permit Application: Once an employer selects you, they will apply to the Ministry of Labor for your Employment Permit.

  3. Entry Procedures: After obtaining the permit, you will proceed with the visa application and pre-entry medical check-up, after which you can enter Taiwan to work.

Next Steps: How to Prepare?

Taiwan’s Ministry of Labor is currently establishing its first overseas center, expected to cooperate with local governments and skill training units. We recommend you stay updated with the latest information from the Taipei Economic and Cultural Office (TECO) in the Philippines, the Department of Migrant Workers (DMW), and TESDA. Once qualified, you can apply immediately and register in the recruitment center’s talent database.

If you do not yet meet the qualifications, we suggest the following preparations:

  1. Language Proficiency:

    • Obtain a Mandarin (TOCFL) or English A2 certificate.

    • For English certificates, we recommend taking credible international tests (such as TOEIC, TOEFL, IELTS), which are advantageous during the application review.

  2. Education & Experience:

    • If you are a High School graduate: Consider pursuing a relevant university degree or working in the hotel industry for 2 years to gain experience.

    • If you are a current University student: We suggest applying for an Internship at a hotel or tourist hotel in Taiwan.

      • Internship Advantage: Completing a 6-month internship qualifies you for the “Technical Qualification” mentioned above (1 of 6).

      • Internship Language Requirement: Internship applications also have language requirements; students from non-English speaking countries typically need Mandarin (TOCFL) or English A1 (Introductory) proficiency or higher.

      • How to Apply: Please ask your school if they have an internship cooperation program with hotels in Taiwan.

Kung taglay mo ang kinakailangang karanasan, kasanayan (skills), at kahusayan sa wika, maaari ka nang ma-hire nang direkta mula sa ibang bansa. Tinitipon ng gabay na ito ang mga pinakabagong requirements at benepisyo upang matulungan kang maghanda para sa pagkakataong ito.

Kung hindi ka nagtapos sa paaralan sa Taiwan ngunit nais mong magtrabaho sa hospitality industry dito, kailangan mong mag-apply sa pamamagitan ng “Overseas Recruitment” channel. Dapat mong matugunan nang sabay-sabay ang mga requirements sa tatlong kategorya: 1. Edukasyon at Karanasan, 2. Kwalipikasyong Teknikal, at 3. Kahusayan sa Wika.

1. Edukasyon at Karanasan (Education & Experience Requirement)

Dapat mong matugunan ang ISA sa mga sumusunod na pangkalahatang requirements sa edukasyon (hindi kailangang kaugnay sa hospitality ang iyong kurso para sa kategoryang ito):

  • Associate Degree o mas mataas: May hawak kang Associate degree (o mas mataas) mula sa isang unibersidad o kolehiyo.

  • High School Diploma + Karanasan: Nagtapos ka ng high school AT may hindi bababa sa 2 taong kaugnay na karanasan sa trabaho sa hospitality industry.

2. Kwalipikasyong Teknikal (Technical Qualification)

Bukod sa edukasyon at karanasan, kailangan mong patunayan ang iyong mga kasanayan. Mangyaring tugunan ang ISA sa sumusunod na 6 na kondisyon:

  1. Internship sa Taiwan:

    • Nakakumpleto ka ng kabuuang 6 na buwan o higit pa na internship sa hospitality industry ng Taiwan sa loob ng nakalipas na 3 taon (dapat kinikilala ng internship unit).

  2. Kaugnay na Degree (Relevant Degree):

    • May hawak kang Bachelor’s Degree sa kaugnay na larangan (Hospitality, Catering, Tourism, Recreation & Sports, atbp.).

  3. Pagsasanay sa Ibang Bansa (Overseas Training):

    • Nakakumpleto ka ng hindi bababa sa 40 oras ng itinalagang pagsasanay sa hospitality service na kinikilala ng gobyerno ng Taiwan.

    • Tandaan: Ang pagsasanay na ito ay inorganisa sa pakikipagtulungan sa mga lokal na yunit ng gobyerno (kasalukuyang bukas sa Pilipinas, kung saan nakikipagtulungan ang Ministry of Labor ng Taiwan sa Technical Education and Skills Development Authority o TESDA; ang pagsasanay at pagsusulit ay ilulunsad sa hinaharap).

  4. Pagsusulit sa Kasanayan sa Ibang Bansa (Overseas Skill Test):

    • Naipasa mo ang isang overseas skill competency test na kinikilala ng gobyerno ng Taiwan.

    • Tandaan: Ang pagsusulit na ito ay inorganisa sa pakikipagtulungan sa mga lokal na yunit ng gobyerno. Kung taglay mo na ang mga kaukulang kasanayan, maaari mong kunin ang pagsusulit na ito nang direkta; kapag pumasa ka, kwalipikado ka na.

  5. Karanasan sa International Chain Hotel:

    • Mayroon kang hindi bababa sa 2 taong karanasan sa trabaho (o internship) sa isang International Chain Hotel.

  6. Sertipikasyon:

    • May hawak kang Taiwan “Level C” (丙級) technician certificate para sa “Hotel Room Service”.

3. Kahusayan sa Wika (Language Proficiency)

Dapat kang magbigay ng patunay sa isa sa mga sumusunod na kahusayan sa wika:

  • Mandarin: Test of Chinese as a Foreign Language (TOCFL) Level A2 (Basic) o mas mataas.

    • Opisyal na Website ng TOCFL: Steering Committee for the Test Of Proficiency – Huayu (https://tocfl.edu.tw/)

  • Ingles: CEFR Level A2 (Basic) o mas mataas.

    • Tandaan: Kung gagamitin mo ang kahusayan sa Ingles sa pag-apply, kailangan mong maipasa ang Mandarin A2 test sa loob ng 3 taon mula nang ma-hire.

4. Saklaw ng Trabaho, Karapatan at Benepisyo

  • Saklaw ng Trabaho: Housekeeping, Cleaning, Reservation, Front Desk/Reception, at trabaho sa mga restoran na pagmamay-ari ng hotel.

  • Sahod: Ang buwanang recurring salary ay dapat hindi bababa sa NT$32,000.

  • Ayos sa Pabahay (Housing):

    • Maaari mong ayusin nang sarili (autonomous) ang iyong tirahan at pang-araw-araw na pamumuhay. Hindi obligado ang employer na pilit kang bigyan ng akomodasyon, at hindi rin nila kailangang i-report ang address ng iyong tirahan. Siyempre, maaari kang makipag-negosasyon sa iyong employer na bigyan ka ng dormitoryo (ang mga bayarin ay dapat pagkasunduan sa kontrata).

  • Permanent Residency:

    • Pagkatapos magtrabaho nang legal at tuloy-tuloy sa loob ng 5 taon, maaari kang mag-apply para sa Permanent Residency (APR).

  • Pagkakataon para sa Pamilya (Dependency):

    • Kung ang iyong average monthly gross salary ay umabot sa NT$53,000, ang iyong asawa at mga anak na menor de edad ay maaaring mag-apply para sa dependency residence (makatira kasama mo sa Taiwan).

  • Pagsusuri sa Kalusugan (Health Check):

    • Dapat kang sumailalim sa health check sa loob ng 3 araw pagkatapos dumating sa Taiwan. Pagkatapos nito, ang mga regular na health check ay kailangan sa ika-6, ika-18, at ika-30 buwan.

5. Proseso ng Aplikasyon
