(FWA 2026/07/24)This August, Taiwan will conduct a large-scale “Mobile Network Slowdown Drill” for the first time. It will be implemented in the central and northern regions on the afternoons of August 10 and August 13, respectively. The drill will affect functions such as social media, audio and video, video calls, and mobile payments, but public transportation and medical services will not be interrupted. The NCC advises the public to switch to fixed-line networks or Wi-Fi, use physical tickets and payment methods, and avoid scheduling important tasks that require mobile networks during the drill period.

The NCC explained that during the “Mobile Network Slowdown Drill,” emergency numbers 110 and 119, basic voice calls, SMS and text services, and the disaster alert system will all remain unobstructed. The affected services will include: video streaming and large file downloads (such as watching drama series), social media (such as browsing Facebook/IG), video calls, cloud synchronization and backup, as well as certain mobile payment functions.

The drill is divided into two major phases for the northern and central regions, with each phase lasting 30 minutes. On Monday, August 10, from 2:30 PM to 3:00 PM, the scope includes seven central counties and cities: Miaoli County, Taichung City, Nantou County, Changhua County, Yunlin County, and Chiayi County and City. On Thursday, August 13, also from 2:30 PM to 3:00 PM, it will be implemented in seven northern counties and cities, with the scope including Keelung City, Taipei City, New Taipei City, Taoyuan City, Hsinchu County and City, and Yilan County.

The NCC advises the public that if commuters use the QR code ticketing method when going out, they need to first confirm whether Wi-Fi is available on-site; otherwise, they need to prepare physical tickets in advance. For daily purchases requiring mobile payment, it is also necessary to confirm that the shopping location can connect to Wi-Fi, and using cash or physical credit cards for payment is recommended.

Regarding medical appointments, information inquiries can be switched to indoor fixed-line networks, Wi-Fi, or landlines. For stock and foreign exchange markets or financial transactions, it is recommended to switch to indoor fixed-line networks or Wi-Fi beforehand, or use manual telephone voice ordering.

The public is advised to reschedule important tasks requiring mobile networks before the drill, download offline maps, and confirm the locations of shelters, fixed-line networks, and landlines. During the drill, verify whether personal, corporate, and household backup plans are feasible. After the drill, check if the mobile network automatically recovers. If it does not recover, turning on “Airplane Mode” or restarting the device can reestablish the connection.

During the exercise period, the government will ensure that the operation of vital public services remains uninterrupted, including communication services for medical institutions, the normal operation of transportation vehicles, and smooth communication for emergency numbers 119 and 110.
