A 31-year-old foreign caregiver at a long-term care facility in Hualien recently livestreamed herself bathing an elderly resident on her personal social media account, leading to footage of the resident’s full nudity being shared online and constituting a serious breach of patient privacy. The video was promptly reported by viewers and removed, with many condemning the act as “highly immoral.”
The Hualien County Health Bureau announced it will conduct a full investigation and provide guidance to ensure corrective measures. If it is determined that the caregiver unlawfully shared the elder’s personal information, she could face a fine of up to NT$30,000.
The nursing home where the caregiver was employed stated that it immediately began investigating the length of the recording and whether the privacy of other residents had been compromised. The facility called the incident a serious violation and confirmed the caregiver has been suspended. It will also strengthen staff training and implement stricter safeguards, including a total ban on personal audio or video recording devices during patient care, as well as the storage, publication, or distribution of patient information. Routine inspections and peer monitoring will also be introduced to prevent similar incidents.

一名31歲任職於花蓮長照中心的外籍看護,近日替長輩沐浴時,竟然個人社群平台開直播,導致長輩全裸的畫面在網路上瘋傳,嚴重侵犯病患隱私。影片上線後隨即遭大量民眾檢舉並中斷,許多人批評此舉「缺德至極」!
花蓮縣政府衛生局表示,將深入了解並輔導改善,若違法散佈長者個資,最高可處新台幣3萬元罰鍰。
外籍看護工所任職的護理之家也表示,事發後第一時間啟動調查,包括拍攝影片長度,以及是否有其他住民隱私遭到侵害。機構強調,此行為嚴重違規,已先行將該名看護停職,後續將加強教育訓練以及防範機制,包括嚴禁在照護病人過程中,私自使用個人的錄音及錄影設備,儲存、公開或散佈資訊,並建立例行抽查和同仁間監督制度。
