This means you may not need to retake a written or road test (depending on the reciprocity terms of each country), making it easier to obtain driving privileges in Taiwan.

Step 1: Verify Your Eligibility (Reciprocity Principle)

Whether you can directly exchange your license depends on whether the issuing country of your license has signed a reciprocity agreement with Taiwan.

  • Check the List: Be sure to first consult the List of Major Countries (Regions) Regarding Our International and Domestic Driver’s Licenses announced by the Highway Bureau, Ministry of Transportation and Communications (MOTC), to confirm if your country is on the reciprocity list.

  • Note Restrictions: Reciprocity rules may vary by country, state, or province (e.g., regulations differ across U.S. states), and some regions may have specific restrictions (such as limiting exchanges to specific vehicle types).

  • Test Waiver: Most applicants eligible for reciprocity are exempt from written and road tests and can directly exchange for a small vehicle driver’s license. If your foreign license does not specify the transmission type, it generally allows for driving both automatic and manual transmission vehicles.

  • Exceptions: If your original license has been revoked (including during suspension periods), you cannot apply for an exchange.

Note on International Driving Permits (IDP):

1. The Function of an IDP: According to the UN Convention on Road Traffic, an International Driving Permit (IDP) functions as an official translation of your domestic license. It is recommended to carry both your valid domestic driver’s license and the IDP when driving abroad so that local police or car rental agencies can understand your credentials.

2. Exchange Rules in Taiwan: In principle, an IDP cannot be used to exchange for a Taiwan driver’s license. However, based on the principle of equality and reciprocity, Taiwan allows for the temporary use of IDPs depending on how the issuing country treats Taiwan’s IDP:

  • Short-Term Stay (<30 Days): If you hold a valid IDP issued by a reciprocal country and are staying in Taiwan for less than 30 days, you are allowed to drive without applying for a visa/permit.

  • Stays Over 30 Days: If your stay exceeds 30 days, you must apply for an International Driver’s License Permit (Visa) at the Motor Vehicles Office.

  • Validity: The IDP permit is valid for a maximum of 1 year. If the original license or your residence/stay permit expires in less than a year, the validity will be determined by the earlier expiration date. Driving is not permitted after expiration.

Step 2: Document Verification and Health Check

Before going to the Motor Vehicles Office, you must complete the following preparations:

  1. Driver’s License Verification: Your foreign driver’s license must be verified.

    • Verification can be done by that country’s representative office in Taiwan, or by a Taiwan diplomatic mission in your country.

    • If the license is not in Chinese or English, a Chinese or English translation must be attached and submitted for verification together.

  2. Health Check: Please visit a hospital or clinic designated by the Motor Vehicles Office for a health check and obtain a qualified “Automobile (Motorcycle) Driver’s License Registration Form.”

Step 3: Visit the Motor Vehicles Office (Required Documents)

Please bring the following documents to any Motor Vehicles Office or Station:

  • Residence Permit (ARC): Original, valid for more than 6 months.

  • Foreign Driver’s License: The original and a photocopy of the formal license within its validity period (licenses with notations such as “Learner” or “Temporary” are generally not exchangeable).

  • Passport: Original. If you hold multiple nationalities, you must bring the original passports of all nationalities.

  • Photos: Two (2) recent 1-inch color photos taken within the last two years, with a single-color background, clear facial features, no hat, printed on photo paper (composite photos are not allowed).

  • Verification Document: The original foreign driver’s license verification document authenticated by the relevant authorities.

  • Health Check Form: The Driver’s License Registration Form with a passing health check result.

  • Fee: Driver’s license fee of NT$ 200.

  • Other Required Documents: As reciprocity regulations vary by country, please refer to the “List of Major Countries Reciprocity Status” on the Highway Bureau website for other potential requirements.

Important Notices

  • Violation Processing: If you have any unpaid traffic violation fines in Taiwan, they must be paid in full before you can apply for the license exchange.

  • Proxy Application: If applying through an agent, the agent must bring their original National ID card for verification.

  • License Surrender: According to the reciprocity terms of some countries, the Taiwan Motor Vehicles unit may be required to retrieve your original driver’s license from your home country upon exchange; please confirm this in advance.

LEGAL ALERT: Stricter Penalties for Unlicensed Driving (Expected Implementation: 2026)

Recent amendments to the Road Traffic Management and Penalty Act are expected to take effect in the first half of 2026. Key changes include:

  • Heavier Fines: First-time offenses will incur fines of up to NT$60,000 for cars and NT$36,000 for motorcycles.

  • Repeat Offenders: The tracking period for repeat offenses is extended to 10 years, with uncapped fines for frequent violators.

  • Severe Consequences: Vehicles will be immediately impounded and license plates confiscated. Offenders will also be banned from taking future driver’s license tests (up to a lifetime ban for serious accidents).
