(FWA 2025/05/19) On May 19, the Ministry of Environment (MOENV) released operating guidelines for companies employing foreign workers in the waste recycling and disposal industry. These guidelines, effective immediately, are now open for applications.
This initiative follows an amendment made on May 7 by the Ministry of Labor (MOL) to the “Review Standards and Employment Qualifications for Foreign Workers Engaging in Work Specified in the Employment Service Act,” which now permits the waste recycling and disposal industry to hire migrant workers.
The MOENV stated that employers must first apply to the Ministry of Environment to obtain qualification certification. Subsequently, they must apply to the Ministry of Labor for a permit to recruit foreign workers.
Companies are eligible to apply if they are registered with or have obtained approval from the Resource Circulation Administration (RECA) and relevant local agencies. Include waste recycling and disposal enterprises that handle waste that is required to be recycled, and Waste disposal organizations.
環境部19日發布廢棄物及資源物回收處理業者申請移工的雇主資格認定作業要點，即日生效開放申請。
環境部表示，依勞動部藍領審查標準規定，雇主應先向環境部申請資格認定，經認定符合取得資格認定函後，再向勞動部申請移工招募許可；因此訂定「環境部審查廢棄物及資源回收處理工作申請引進移工之雇主資格認定作業要點」，作為審查依據。
受理申請者限於依規定向環保機關完成登記或取得許可的應回收廢棄物回收業、處理業者(waste recycling and disposal enterprises that handle waste that is required to be recycled)及公民營廢棄物處理機構(Waste disposal organizations)。
