(FWA 2025/11/12) As Typhoon Fung-wong arrives, the Central Weather Administration continues to issue a land typhoon warning. Many cities and counties across Taiwan have canceled work and classes for November 12. Consequently, major adjustments have been made to the Taiwan Railways (TRA), High Speed Rail (THSR), sea transport, and both domestic and international flights. The Kaohsiung MRT and Light Rail have also adjusted their service frequencies.
THSR (Taiwan High Speed Rail)
The Taiwan High Speed Rail Corp. announced adjustments for its entire schedule on Wednesday, November 12, effective from 6:00 AM:
- All original scheduled trains are canceled. Instead, 3 all-stop, all-reserved-seat (except Business Class) trains will be dispatched per hour from Nangang (Southbound) and Zuoying (Northbound). Departure times from the terminal stations are at :00, :20, and :40 past the hour.
- Taichung Station will add four additional services (two northbound, two southbound) at 6:00 AM and 6:30 AM, also all-stop, all-reserved-seat (except Business Class), to serve passengers from Taichung.
- Last train schedule for Nov. 12:
- From Nangang: 21:40 to Zuoying; 22:40 to Taichung.
- From Zuoying: 21:40 to Nangang; 22:40 to Taichung. THSR stated that passengers who cancel their trips due to the typhoon can receive a full refund without a handling fee. During the typhoon, trains may operate at reduced speeds in areas with excessive wind or rain.
TRA (Taiwan Railways)
The TRA Corporation announced its service status from 12:00 PM to 6:00 PM on November 12 (as of 9:30 AM):
- Eastern Line: All express trains between Shulin and Taitung are suspended.
- Local/Fast Local trains: Su’aoxin = Su’ao section suspended all day. Service between Shulin and Taitung will operate on a rolling basis depending on wind and rain.
- Western Line: Express trains: Normal service between Zhanghua and Keelung (except for trains 372 & 385, which are suspended). Service suspended between Zhanghua and Chaozhou.
- Local/Fast Local trains: Services will operate on a rolling basis.
- South-Link Line: All train services suspended.
- Branch Lines: Shen’ao Line suspended. Pingxi Line will use highway bus connections all day. Neiwan, Jiji, and Shalun lines are operating normally.
- Other: Shanlan Express (trains 6676 & 6677) suspended on Nov. 13. TRA will announce the service status after 6:00 PM at 2:00 PM.
Air Transport
Taoyuan Airport
A total of 714 flights are scheduled for Nov. 12, with no cancellations at this time. The airport company has strengthened inspections. Due to high winds (max gusts of 43 knots), the north and south observation decks have been preemptively closed.
International Flights
- China Airlines: Most international flights to/from Kaohsiung are canceled, including routes to/from Tokyo-Narita (CI126/127), Bangkok (CI839/840), Osaka (CI176/177), Okinawa (CI132/133), and Hong Kong (CI933/934, CI935/936). Several flights to Kaohsiung are delayed, including those from Manila (CI712), Kumamoto (CI199), Incheon (CI165), Osaka (CI167), Tokyo-Narita (CI103), and Chongqing (CI594). Flights from Taipei to Hong Kong (CI903, CI919) and Hong Kong to Taipei (CI0602, CI916) are also canceled.
- EVA Air: Partial disruptions at Kaohsiung Airport on Nov. 12.
- Delayed: BR107 (Tokyo-Narita to Kaohsiung).

According to the Maritime Port Bureau, multiple ferry routes are suspended on Nov. 12 due to rough seas:

MRT (Rapid Transit)
In response to Kaohsiung City’s work and class cancellations:
- Kaohsiung MRT: Red and Orange lines will operate at 15-minute intervals all day (20-minute intervals in late-night hours) on Nov. 12.
- Kaohsiung Light Rail: Will operate at 20-minute intervals before 12:00 PM. Afternoon service will be announced later.
