Scams keep getting more sophisticated, so banks are stepping up security. First Bank and Taishin Bank both announced that starting September 2025, they’ll change their rules on transfers and ATM withdrawals.
First Bank said that from September 3, 2025, the way customers set up designated transfer accounts will change. If you add an account under someone else’s name or at another bank, transfers won’t take effect immediately away anymore. Instead, they’ll only be available 2 days after you register the account. This delay is meant to slow down suspicious money transfers. But if you add another account under your own name at First Bank, transfers will still work instantly. Taishin Bank, on the other hand, will lower ATM withdrawal limits starting September 23, 2025. For accounts opened at branches, plus Type 1 and Type 2 digital accounts, the daily limit will drop from NT$150,000 to NT$100,000, and the per-transaction limit will also be cut to NT$100,000. For Type 3 digital accounts, the daily limit will also go down to NT$100,000, but the per-transaction limit will be reduced even further to NT$50,000. No matter which ATM you use, the limits add up together.

Both banks are advising customers to learn more about these changes early, so they won’t have troubles when taking out or sending large amounts of money.

防堵詐騙！部分銀行9月起調降提款、轉帳額度
隨著詐騙手法不斷翻新，銀行業者陸續祭出新措施，以加強金融安全。第一銀行與台新銀行近日相繼公告，2025年9月起調整轉帳與提款相關規定，提醒用戶務必留意，以免影響資金調度。
第一銀行表示，自2025年9月3日起，調整金融卡約定轉帳機制。若用戶新增約定他人或他行帳號，轉帳功能將不再「當日生效」，而是延後至「申請後次兩日」才可使用，降低可疑資金快速流竄的風險。不過，若是新增約定轉入第一銀行本人帳號，仍維持即時生效。若有疑問，可洽第一銀行客服專線(02)2181-1111或0800-031-111。
另一方面，台新銀行也宣布，自2025年9月23日起調整金融卡的ATM提款限額。分行臨櫃開立的存款帳戶，以及第一、二類數位存款帳戶，每日提款上限由15萬元下修至10萬元，每筆提款限額同樣降至10萬元。第三類數位存款帳戶，每日提款上限也降至10萬元，但每筆限額調降至5萬元。上述金額，無論本行或其他銀行ATM均合併計算。台新銀行24小時客服專線：0800-023-123或02-2655-3355。
銀行業者提醒，用戶應及早留意相關新制，以免臨時需要大額資金時受到限制。
