The Changhua Office of the National Immigration Agency recently busted an illegal cosmetic surgery group made up of Vietnamese nationals. They promoted themselves online with slogans like “fast home service” and “low prices,” and offered rhinoplasty, lip fillers, and other surgeries without a license. They even turned a car into a “mobile operating room” and live-streamed the surgeries. All suspects have now been indicted and are banned from leaving Taiwan.

Working with the Changhua County Police and under the direction of the district prosecutor, the task force raided an apartment in Wuri District, Taichung City. They caught 3 Vietnamese people in the middle of a nose surgery. Police also found unverified hyaluronic acid, botulinum toxin, anesthetics, syringes, surgical knives, and other medical tools, which were all seized.

Only licensed doctors should perform surgeries

The suspects were not licensed doctors but still carried out risky surgeries such as double eyelids, breast implants, buttock implants, and rhinoplasty. The medical products were smuggled into Taiwan by mail or carried in by others, and there were no safety measures at all.

The Immigration Agency warned that illegal surgeries are very dangerous. The places where they were done had no sterilization, the drugs were of unknown origin, and there was no way to handle emergencies. Patients could easily face life-threatening risks.

According to Taiwan’s Immigration Act, foreigners cannot do things outside the purpose of their visa or residency. Even if their visa is valid, doing medical work without permission is still illegal.

By law, medical treatment must be done in legal hospitals by licensed doctors. Under Article 28 of the Medical Practitioners Act, anyone without a medical license who performs medical work can face up to five years in prison and a fine of up to NT$1.5 million.

越南非法醫美集團 全員遭起訴

移民署彰化專勤隊近日破獲一個由越南籍人士組成的非法醫美集團,打出「快速到府服務」、「親民價格」的口號,透過社群媒體招攬同鄉,違法進行隆鼻、豐唇等侵入性手術,還將車輛改裝成「行動手術室」,將手術過程透過網路直播。涉案人員均已依法起訴,限制出境。

移民署日前與彰化縣警察局組成專案小組,在彰化地檢署指揮下,前往台中市烏日區一處套房內,查獲3名越籍男女正在進行隆鼻手術。現場也發現來源不明的玻尿酸、肉毒桿菌、麻醉藥劑、注射針具、手術刀等大量醫療用品,全數依法查扣。

手術應由合格醫師執行

涉案人員在沒有醫師執照的情況下,擅自施行割雙眼皮、豐胸、豐臀、隆鼻等高風險手術,已涉嫌違反《醫師法》,所有醫療用品則是透過郵寄或請同鄉「攜帶入境」,手術安全毫無保障。

移民署強調,非法手術風險極高,不僅環境缺乏無菌控制,藥品來源不明,更沒有任何醫療意外應變機制,消費者隨時可能面臨生命危險。

《入出國及移民法》規定,外國人在台停留或居留期間,不得從事與許可原因不符的活動。即便簽證有效,只要非法從事醫療行為,就是違法。
任何醫療行為,都必須透過合法醫院,由持有執照的專業醫師執行。根據《醫師法》第28條,未取得合法醫師資格卻執行醫療業務,最重可處5年以下有期徒刑,併科150萬元以下罰金。
