(FWA 2025/09/22)To create a friendly educational environment for foreign professionals and their children, the Ministry of Education amended regulations on the 19th, relaxing the limits on the number of times foreign students can apply to study in Taiwan and related restrictions concerning naturalization.
Currently, foreigners can only apply to study in Taiwan once under the “Regulations Regarding International Students Undertaking Studies in Taiwan.” If they wish to pursue further education or return to Taiwan to study after going back to their home country, they must follow the same admission channels as domestic students.
Considering the disadvantages foreign students face in language, culture, and family education, making it difficult for them to compete with local students, this amendment relaxes the rules. Foreigners who previously did not have Taiwanese nationality and were not overseas Chinese students will have no restrictions on applying for sub-bachelor (associate degree) programs or lower.
For university-level and above, considering the competitive nature of admissions, students will have a total of 1+1 application opportunities, excluding bachelor’s programs in medicine-related fields. For example, if a student initially came to Taiwan to study junior high school because their parents worked here and returned to their home country after graduation, they would have one more opportunity to apply for a university in Taiwan. Similarly, if their first application to Taiwan was for high school, they would have another opportunity to apply for university.
Additionally, under current regulations, if a foreign student becomes a naturalized Taiwan citizen during their studies, they lose their foreign student status and are expelled. This amendment also removes this regulation.
