(FWA 2025/10/17) Taiwan High Speed Rail (THSR) launched its Quiet Carriage policy on September 22. However, some netizens on social media have recently expressed that the policy is unfriendly to the child-rearing environment. THSR has clarified that admonishments are limited to adults, excluding children and infants.

Reporting to the Legislative Yuan on the 16th, THSR explained in a written report its promotion of the “Quiet Carriage” travel culture, advocating for “using headphones for 3C devices, talking on the phone in vestibules, and lowering conversation volumes.” From its implementation on September 22 to October 13, a total of 17,146 admonishments were issued across 3,736 train services, averaging 4.58 passengers admonished per service. The reasons for admonishment were primarily talking on the phone in the carriage (49%), using 3C devices without headphones (24%), and loud conversations among adults (27%).

According to the company’s internal surveys and passenger service records, nearly 90% of passengers support the promotion of a “quiet carriage culture,” indicating that “improving the tranquility of train carriages” has become a strong social consensus.

To avoid public misunderstanding that the policy targets children, THSR has explicitly clarified:

(1) Admonishments are limited to adults for improper use of 3C devices or disruptive behavior.

(2) Children, infants, and passengers whose autonomy is affected by illness are not subject to admonishment.

(3) Service staff will continue to provide stickers and thoughtful assistance to help parents divert their children’s attention, jointly creating a parent-child-friendly travel atmosphere.

In the future, promotional methods will be adjusted, with “verbal reminders” and “gentle guidance” becoming the primary methods of admonishment.
