The number of migrant workers in Taiwan has now exceeded 800,000, yet in just the first half of this year, more than 1,000 traffic accidents involving migrant workers were reported. The Taichung City Police Department, together with the Taichung Motor Vehicles Office, recently visited several factories and dormitories employing migrant workers. Under the theme “Defensive Driving and Respecting the Right of Way,” they showed videos of real accidents and organized on-site simulation exercises to express the importance of following traffic rules. By July this year, they had already held 19 sessions with around 450 migrant workers taking part.

According to Taichung City Police Department, between January and July this year there were 1,010 accidents involving foreigners. The most common cause was improper driving behavior such as failing to pay attention to the road ahead, which accounted for 288 cases. This was followed by 188 cases caused by not slowing down as required, and 117 cases caused by failing to keep a safe distance. Most of these accidents involved motorcycles, with light electric two-wheelers being the second most common vehicle.

The police reminded drivers that at intersections without traffic lights, vehicles on side roads must stop before entering, while vehicles on main roads should slow down, approach carefully, and pay close attention to pedestrians and other vehicles. Without defensive driving awareness, the risk of accidents increases significantly.

Since light electric two-wheelers are widely used by migrant workers for commuting and shopping, the police also emphasized key safety rules, including: Riders must be at least 14 years old, wear helmets while riding, not make unauthorized modifications to the electronic control system or the original specifications, not carry passengers, and must keep their speed under 25 kilometers per hour. They must also follow traffic signs and road markings, must not drive under the influence of alcohol or drugs, and may only use the vehicle on the road after purchasing compulsory automobile liability insurance.

The police urged migrant workers in Taiwan to strictly follow traffic regulations and develop defensive driving habits in order to protect both themselves and others on the road.

移工交通事故頻傳　台中警宣導防禦駕駛

外籍移工在台灣已突破八十萬人，然而光是今年上半年，移工車禍已超過千件。台中市警察局近期與公路局台中區監理所一同前往多間僱有外籍移工的工廠及宿舍，以「防禦駕駛、尊重路權」為主題，播放交通事故影片，以及實際現場模擬體驗，傳達遵守交通規則的重要性，今年截至7月已辦理19場次、約450名移工參與。

台中市警察局交通大隊統計，外籍人士在今年1月至7月交通事故有1010件，以其他不當駕車行為（未注意車前狀況等）288件最多，其次為未依規定減速188件，未保持行車安全距離為117件。其中移工事故數使用的交通工具，主要是機車，其次是微型電動二輪車。

交通大隊提醒，行經無號誌路口，支線道車輛應「先停再開」，主線道車輛則應減速慢行、小心通過，同時隨時注意前方人、車動態。若缺乏防禦駕駛意識與危險預判能力，事故風險將大幅提高。

微型電動二輪車為移工平時通勤或購物時代步工具，警方也宣導七大守則：年滿14歲才能騎乘、騎乘時戴安全帽、不得擅自增、減、變更電子控制裝置或原有規格、不得載人及行駛時速不可超過25公里、應依標誌標線指示行駛、不可酒駕及毒駕、投保強制汽車責任保險後才可上路。

警方呼籲，移工在台工作期間，應嚴守交通規則，養成防禦駕駛習慣，才能保障自身與他人的安全。
