In July 2025, authorities in Yunlin County caught a Vietnamese migrant worker, surnamed Pham, driving with 65 kilograms of dog meat in his vehicle. He was reported for breaking Taiwan’s Animal Protection Act and fined NT$100,000.
Investigators said Pham had been in Taiwan for less than two months on a legal work permit. Where the dogs came from and other details are still being looked into.
Under Article 12 of the Animal Protection Act, it’s illegal to kill dogs or cats, or to sell, buy, eat, or even keep their meat. Article 27 states that violators can be fined between NT$50,000 and NT$250,000, and their name, photo, and what they did can be made public. If they don’t fix the problem within the given time, more fines can be added each time they break the law again.
越南移工販售狗肉 重罰10萬元！
雲林縣動植物防疫所2025年7月會同警方及動保團體，查獲越南籍范姓移工以車輛載運狗肉，總重量達65公斤，全案已依違反動物保護法移送，並裁罰新台幣10萬元罰鍰。
根據調查，該名越南籍移工為合法來台工作期間不到2個月，犬隻來源及其他細節有待後續調查。
動物保護法第12條規定，任何人不得宰殺犬貓或販賣、購買、食用或持有其屠體，違反規定依同法第27條，可處新台幣5萬元以上25萬元以下罰鍰，並得公布其姓名、照片及違法事實；經限期仍未改善者，還可按次處罰。
