Beginning September 22, 2025, Taiwan High-Speed Rail (THSR) will officially roll out its new “Quiet Carriage” policy to create a more peaceful travel environment for passengers. Under this new system, travelers are required to keep their phones and electronic devices on silent mode at all times, avoid making phone calls inside the carriage, and keep conversations at a low volume. Watching videos or playing games will still be allowed, but only with the use of headphones. For the first three months, the focus will be on education and public awareness, with train staff reminding passengers to comply. However, repeat offenders who ignore warnings may be asked to leave the train, and their travel contract may be terminated.

In Japan, trains enforce “Manner Mode,” which prohibits phone calls entirely, while many international airlines also offer designated quiet zones. Taiwan hopes that by introducing Quiet Carriages on its high-speed rail network, the culture of quiet and considerate travel will extend to Taiwan Railways and other public transportation systems, ultimately building a nationwide standard for a friendlier travel experience.
