(FWA 2025/11/17)On November 17, Taiwan’s Ministry of Education announced the launch of the “EMI TOEFL Waiver Pilot Program.” In the future, students who complete a certain proportion of EMI courses (English-Medium Instruction) in Taiwan can be exempted from submitting TOEFL scores when applying to partner US universities.

This pilot is a collaboration between the Ministry of Education and Fulbright Taiwan. Participating US schools include Arizona State University (ASU), New York University (NYU), Teachers College at Columbia University, and the University of Maryland (UMD).

The Ministry of Education is promoting the EMI TOEFL waiver pilot program. The first wave includes four domestic partner schools: National Sun Yat-sen University, National Cheng Kung University (NCKU), National Taiwan University (NTU), and National Taiwan Normal University (NTNU). University students who take a certain proportion of EMI courses at school will have the opportunity to apply to partner US universities—including Arizona State University, New York University, Teachers College at Columbia University, and the University of Maryland, College Park—without a TOEFL score. This year, the pilot schools will select students for exchange in the US.
